Position:          USAID SECRETARY – RIG

 A.  BASIC FUNCTION OF POSITION

Under the general supervision of the RIG/Dakar Director, the incumbent serves as Secretary.  The incumbent provides administrative support to a professional audit staff of eleven (11) – nine auditors and two investigators, and is responsible for a variety of technical and administrative duties, often without benefit of direct supervision.  These duties involve dealing with other USAID and Embassy offices, USAID Missions and Embassies within the region and at times with outside contractors and with personnel of host governments.  The incumbent of this position provides total administrative support to the Office of the Regional Inspector General in Dakar, Senegal (the Office). He or she serves as Secretary providing support to the Regional Inspector General Office, and as such, performs a comprehensive range of procedural, administrative and communication functions.  The main responsibilities of the incumbent are to assist the office to prepare and edit audit reports in conformity with the OIG handbook and the GPO manual, and to amass information for the semi-annual report to the Congress. In addition, the incumbent helps maintain an efficient office environment, correspondence tracking system and data management. The contractor is responsible for providing programmatic, administrative, and operational support for the RIG office and help in coordinating all Financial Audit activities.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE

Education Minimum requirement is completion of two years college, Associate degree or equivalent (BTS or DEUG) in office management procedures is required..

Work Experience:  At least five years of administrative assistance experience is required;  Knowledge of RIG/Dakar operations and/o r experience in audit firm  and one to two years of progressively responsible experience in audit management assistance, particularly as related to referencing financial and performance reports are desirable..

Language Skills:  Fluency in spoken and written English 4 and French 4 is required

Knowledge required by the Position:  The Contractor must have a thorough working knowledge of or be able to quickly attain a thorough working knowledge of the following electronic software applications:  Windows, Word, Excel, Outlook, Power Point, TeamMate, E-Country Clearance System and the Intranet Quorum “IQ” Workflow System.  The individual will be someone who is highly flexible and willing to work under conditions of ongoing change.

Skills and Abilities:  Ability to assess plan, organize and execute administration procedures and office operations.  Ability to supervise and coordinate administrative staff activities..
