  1. Background and Introduction

USAID/Senegal’s Sahel Regional Office (SRO) is seeking a highly experienced Regional Learning and Knowledge Management Analyst with skills in social scientific research methods, monitoring and evaluation, knowledge management, organizational learning, and analysis of large amounts of social scientific research related to development challenges – specifically as these relate to USAID programming in the Sahel.  The incumbent will be a core member of the SRO and will work closely with the Sahel Regional Technical team based in Dakar, and the USAID staff in the limited presence country offices in Niger, Burkina Faso, and Mauritania. Although the Regional Learning and Knowledge Management Analyst will be a member of the Sahel Regional Program Office of the SRO and will report directly to the Deputy Program Officer, the incumbent is expected to establish solid work relationships with USAID’s Center for Resilience in Washington, the Sahel Regional Technical Office, and the Field Offices in Niger, Burkina Faso, Mauritania and Chad.

 

The SRO is composed of a mixed group of locally hired staff, US Direct Hire, and Personal Services Contractors (PSC) with diverse technical and programmatic backgrounds.  The key function of the SRO is to provide technical and programmatic support to USAID staff throughout the Sahel region in order to promote USAID’s resilience agenda and to support other key foreign policy and development assistance priorities in the region (i.e., promoting good governance, improving health and nutrition, strengthening livelihoods, and reducing vulnerability to violent extremism, etc.). The SRO is led and coordinated by the USAID/Senegal Deputy Mission Director in Dakar, and receives guidance and support from USAID/Washington as needed.

 

The SRO’s portfolio includes oversight and management of USAID’s resilience initiative in the Sahel- Resilience in the Sahel Enhanced (RISE), countering violent extremism (CVE) through the Sahel Development Partnership, bilateral programming in Mauritania focused on promoting socio-economic opportunities for at-risk youth, and bilateral programming in Niger and Burkina Faso focused on promoting good governance and free and fair elections, combating malaria, and enhancing the role of civil society organizations in achieving development objectives. The SRO technical and program teams provide sectoral and technical support, budget management, monitoring and evaluation services, strategic communications, and guidance and oversight on strategy and new project design. In addition, the SRO supports technical staff in the field offices to conduct environmental management including training and monitoring, to serve as subject experts in areas, such as natural resource management, climate change, health, governance, private sector engagement, partnership building, annual portfolio reviews, adaptive management and programming to incorporate lessons learned, and serves a liaison function with counterparts at USAID/Washington and other regional donors and organizations in Dakar and the West Africa region.

 

The role of the Regional Learning and Knowledge Management Analyst will require excellent communication skills as well as technical and analytical capabilities to process and make sense of large amounts of quantitative data, development policy and coordination maps, development hypotheses and theories of change, and other qualitative findings. The incumbent will be required to travel as necessary to provide technical support to the limited presence country offices in Niger, Burkina Faso, Chad, and Mauritania. This position requires refined knowledge of social and political sciences and analytical abilities. The candidate must be an extremely skilled, creative and efficient worker with significant experience in the development sector.

 

  1. Duties and responsibilities

 

  1. Learning and Knowledge Management (60%)

Collaboration, Learning, and Adapting (CLA) – A key function of this position will be to serve as the SRO’s CLA focal point. CLA is USAID’s approach to adaptive management of development assistance programming that prioritizes collaborative efforts aimed at learning, and using knowledge gained to inform decisions and programmatic adaptations. The incumbent will be responsible for overall CLA efforts related to both resilience and CVE programming as well as other bilateral portfolios. This effort includes organizing regular learning events, implementing, updating and monitoring the SRO’s CLA Plan, facilitating collaboration between internal and external partners on learning, and advising on programmatic adaptations based on learning. The CLA function also includes engaging with other key actors in the NGO and donor community involved in similar programming as SRO to facilitate best practices and progressive adaptations. The incumbent may serve as a Contracting/Agreement Officer Representative in his/her role as CLA focal point on learning related contracts and/or grants.

 

Knowledge Management – The incumbent will create and actively manage a knowledge management system for all internal and external, quantitative and qualitative data and knowledge generated through programmatic efforts. This includes managing, tracking, and synthesizing lessons learned and recommendations from evaluations, assessments, studies, portfolio reviews, and indicator data. The information and data stored herein will also be used to respond to requests for information from USAID/Washington, support to technical teams, and other reporting requirements.

 

Data Analysis – Acquire, analyze, manage, and share related development research and technical findings with SRO and limited presence country office colleagues in Niger, Burkina Faso, Chad, and Mauritania. The incumbent will support technical officers to analyze complex quantitative and qualitative data sets to generate summary conclusions, outline programmatic recommendations/adaptations, and to better understand macro-trends in results based on program implementation.

 

  1. Coordination and Data Mapping (20%)

Coordination – The incumbent will be expected to track and coordinate requests for mapping from SRO and regional country offices to periodically create programmatic coordination maps to facilitate better coordination between implementation partners, including both development and humanitarian actors. Coordination maps will serve to facilitate strategic planning, partner collaboration, and monitoring and evaluation of programmatic performance. Coordination maps will be requested on an ad hoc basis and updated regularly. The incumbent may serve as an activity manager for an external mapping consultant or other mechanism, or be asked to further develop geospatial mapping skills.

 

Data Mapping – The incumbent will support the SRO and regional country offices with various data mapping tools to better support strategic thinking and analytical processes. Data mapping could include the creation or analysis of vulnerability maps that demonstrate “structural vulnerability” of local populations to negative well-being outcomes when faced with shocks and stresses and/or donor mapping. Data mapping may also take the form of creating more basic tables, charts, graphs, etc. depending on the needs of the SRO.

 

  1. Miscellaneous Technical and Analytical Support (20%)

Gender Support – The incumbent will provide technical support on gender issues in program and strategy design, implementation, monitoring and evaluation, and in portfolio reviews. The incumbent will assist technical officers to ensure the incorporation of gender recommendations and issues in all technical areas.

 

Technical Support – The incumbent will provide technical support on program implementation, project and strategy design, and in portfolio reviews on an as needed basis. Technical sectors may include agriculture and food security, natural resources management, democracy and governance, health system strengthening and policies, resilience-building, nutrition, countering violent extremism, and systems-thinking etc.

 

Analytical Support – The incumbent will provide additional analytical support to the SRO technical team on an as needed basis as related to resilience and CVE programming as well as bilateral initiatives in the Sahel.

 

  1. Supervisory Relationship

The Learning and Knowledge Management Analyst will report to the USAID/Senegal SRO’s Deputy Program Officer. The Supervisor will set overall objectives. The employee and the supervisor together will develop deadlines, projects, and work to be accomplished. The incumbent is expected to take substantial initiative, act independently, and manage his/her tasks with minimal supervision.

The Learning and Knowledge Management Analyst will exercise no supervisory function.

U.S. citizens (Locally hired). Candidates who live outside the Dakar area will be considered for employment, but no relocation expenses will be reimbursed.

  1. MINIMUM QUALIFICATIONS

In order to be considered for the position, a candidate must meet the minimum qualifications. Applicant will be pre-screened and only those that meet the minimum qualifications will be considered. These are the minimum qualifications necessary to be considered for the position:

Education – A minimum Master’s degree and appropriate graduate level studies in related social science fields.

Prior Work Experience – The incumbent must have a minimum of five (5) years of experience working in international development and/or social scientific research, including experience with managing research agendas, knowledge management, geographic information system and data analysis. Previous experience working on gender and with USAID or other USG agencies implementing development assistance programming are highly desirable.  Experience working in the Sahel is highly recommended.

Language Proficiency – Superior English speaking and writing skills are essential.  Strong French language skills (speaking and reading) highly desirable and preferred.

Knowledge and Skills – Expert graphic skills, familiarity with research methodologies, and experience in the use of statistical analysis software such as SPSS and the like are highly desirable. The incumbent must have strong analytical, writing and presentation skills and proficiency in the suite of Microsoft Office software to include, but not limited to MS Excel, MS Power Point, and MS Word.

 

  • EVALUATION AND SELECTION FACTORS

 

  1. Education (20 points)

Master’s degree and relevant graduate level studies in related social science fields.

 

  1. Prior Work Experience (40 points)
  1. At least five (5) years of work experience in international development;
  2. Direct work experience with USAID or other USG agency recommended;
  3. Direct work experience relating to resilience and vulnerability, democracy and governance, CVE, and health within the Sahel highly recommended;
  4. Direct work experience working in West Africa highly recommended.

 

  1. Language Proficiency  (20 points)

Superior English speaking and writing skill are essential. Strong French language skills preferred for this position.

  1. Knowledge and Skills (5 points)

Expert skills in Excel, Powerpoint, Word, and graphic design. Geospatial mapping and statistical software highly recommended.

A U.S. Resident Hire Personal Services Contractor is not eligible for any fringe benefits, differentials, or allowances; and is only eligible for contributions for FICA, health insurance, and life insurance.
