Employment Opportunity in the Family Liaison Office-Crisis Management Officer, GS-301-12
|1. The following is an announcement of a vacancy in the Family Liaison Office (M/DGHR/FLO). 2. Title: FLO Specialist (Crisis Management Officer), Family Liaison Office (M/DGHR/FLO), GS-301-12, full time, two-year limited appointment, with potential to be extended up to a maximum of five years, Excepted Service, Schedule A. This appointment is not in the Competitive Service. The selected candidate will receive a two-year Non-Career term appointment with benefits (FERS, TSP, FEGLI and FEHB).
3. Summary: The position is located in the Family Liaison Office (FLO), Bureau of Human Resources, Department of State. The incumbent of this position is responsible for developing and coordinating programs and support services for employees and family members in the following areas: evacuation from overseas posts; security- and crisis-related concerns; separated family members (divorce, other separations); and special projects. The position is located in Washington, D.C., but requires some travel, and occasional weekend work. The incumbent reports to the Division Chief. This position is located in Washington, D.C.
4. The Family Liaison Office was established in 1978 to improve the quality of life of Foreign Service employees and their family members. The FLO assists both employees and family members in the areas of family member employment, educational counseling, crisis support, unaccompanied tours, and expeditious naturalization. FLO provides support to evacuees from overseas missions, is the functional office for the worldwide Community Liaison Office program, and organizes Washington and overseas training conferences annually. FLO produces numerous publications and electronic media and FLO staff participate in numerous presentations in FSI courses, to other agency personnel, and to post communities overseas. The Family Liaison Office serves employees and family members not only from the Department of State, but also fields questions and makes referrals for many agencies with personnel abroad including the U.S. Agency for International Development, the Foreign Commercial Service, the Justice Department, and Peace Corps, among others.
6. Key Requirements:
A. U.S. Citizenship.
B. Ability to obtain and maintain a Top Secret security clearance.
7. Major Duties:
A. Promotes personal preparedness for clients assigned to an overseas Mission through providing training and identifying resources. Serves as primary point of contact to provide support, information, and resources to employees and family members when posts are on evacuation status.
B. Responsible for addressing issues of concern from clients through coaching and guidance. The primary areas include personal concerns such as divorce, separation, eldercare, adaptation to the Foreign Service, and resilience.
C. Develops proposals for new programs and initiatives to respond to the changing needs of the overseas community.
D. Represents FLO throughout the Department and other federal agencies and outside organizations to provide FLO program perspective. Conducts briefings at the Foreign Service Institute and attends conferences and a wide variety of meetings as FLO subject matter expert. Participates in outreach efforts regarding FLO programs.
8. Qualifications (ranking factors). The successful candidate must have:
A. A minimum of five (5) years of experience living in a Foreign Service community abroad; B. Demonstrated excellent customer service skills honed while providing confidential guidance and counseling to individuals in crisis; C. Demonstrated ability to develop, manage, and analyze program activities and related challenges, apply relevant regulations, and collaborate with colleagues to develop and implement solutions, often under time constraints in the midst of competing demands; D. Demonstrated editing, research and writing experience, to include gathering, organizing, and synthesizing large amounts of material for non-subject matter expert audiences; E. Demonstrated ability to design and deliver adult training, conduct group discussions, address audiences, and interact with officials of foreign and civil service agencies on multiple levels; and
F.G. Demonstrated knowledge of Microsoft Office suite including database, spreadsheet, and design applications and the ability to conduct internet research. Experience using electronic media in forms that may include blogging and social networking.
